Background: The Lake Winnipeg Action Plan, announced by Minister Steve Ashton on February 18, 2003, is a commitment to reduce the contribution of nitrogen and phosphorus to Lake Winnipeg by about 10% to restore nutrient conditions to those that existed prior to the 1970's. As part of the Lake Winnipeg Action Plan, the Lake Winnipeg Stewardship Board was established in August 2003 to help government identify necessary actions to reduce nitrogen and phosphorus loading to Lake Winnipeg. The Lake Winnipeg Stewardship Board's Interim Report (January 2005), contains 32 sets of recommendations. Following the release of the Interim Report, the Minister of Water Stewardship requested the Board undertake public discussions on the report with particular emphasis on four of the 32 sets of recommendations. The “Report on Public Discussion” (July 2005) documents the public response to the Lake Winnipeg Stewardship Board's Interim Report recommendations. The Board’s December 2006 three year term report – titled: “Reducing Nutrient Loading to Lake Winnipeg and its Watershed: Our Collective Responsibility and Commitment to Action” provides 38 sets of recommendations on actions to reduce nutrient loading to Lake Winnipeg and its watershed.
